Decree of the President of the Republic of Azerbaijan \



Following Clause 32 of Article 109 of the Constitution of the Republic of Azerbaijan, I hereby resolve as follows: 1. Cabinet of Ministers of the Republic of Azeroaijan within two months shall: 1.1. take relevant measures for accreditation of people going to participate in the organization and hold the First European Games, as well as for participants of the Games, 1.2. identify people to be accredited, as well as approve the accreditation rule and accreditation card form ; 1.3. take necessary measures to provide functioning of the accreditation system 2. Following measures shall be ensured 2.1. Entry and exit to the Republic cjf Azerbaijan for properly accredited foreigners and stateless persons with permanent residence in foreign countries with their passports, other border-crossing documents and accreditation cards; 2.2. (for) Foreigners and stateless persons with permanent residence in foreign countries who bought their tickets to the First European Games: 2.2.1 .Opportunity to obtain visas in the Consular Department sections of the Ministry of Foreign Affairs of the Republic of Azerbaijan at international airports starting from 10 days prior to opening of the Games; 2.2.2. Availability of a ticket or a document confirming purchase of a ticket for the First European Games when applying ror visa; 2.3. Permit to work without permiss on for properly accredited foreigners and stateless persons with permanent residence n foreign countries enlisted in the arrangement of the First European Games in the terrilo y of the Republic of Azerbaijan. 3. Ministry of Finance of the Republic of Azerbaijan and Ministry of Foreign Affairs of the Republic of Azerbaijan shall ensure ogistics of visa issuance to foreigners at International Airports of the Republic of Azerbaijan. 4. Ministry of Foreign Affairs of the Republic of Azerbaijan shall: 4.1.Inform the European Olympics Committee and relevant authorities of foreign countries about visa facilitation procedures le^uired for entering the Republic of Azerbaijan during the First European Games; 4.2. Ensure placement of information on visa facilitation procedures required for entering the Republic of Azerbaijan during the First European Games at web sites of the Ministry of Foreign Affairs, embassies and consulates of the Republic of Azerbaijan. 5. The State Migration Service of the; Republic of Azerbaijan shall inform airlines providing regular public service on the Republic of Azerbaijan route about visa facilitation procedures for entering the Republic of Azerbciijan 6. Cabinet of Ministers of the Repiblic of Azerbaijan shall settle other issues deriving from this Decree. 7. Paragraph 2.1. of this Decree enters into force from January 1, 2015. Ilham Aliyev President of the Republic of Azerbaijan Baku, August 8, 2014 Fee Exemptions As you enter the airport, go to the passport control desks, where your passport will be checked; You will then be asked to go to the visa desk; Give the visa official your ticket purchase ccnfirmation/invitation. passport photos and completed visa application form (you should be given a copy to complete if you do not have this with you); You will be asked to pay cash for your visci (we recommend that you bring USD or EUR in cash to pay your visa fee). You can use ATMs located at the international airports to extract cash money; Make sure that you are issued with a green receipt of visa fee payment by the visa desk and check the amount and currency on the receipt; You may then proceed through the passport; control desk. According to the Law \"On State fees\" (article No 17.2) foreigners and stateless persons listed below are free from paying state fees for obtaining a visa to the Republic of Azerbaijan member of state representative staff and official persons; representatives of international humanitaricin organisations in the Republic of Azerbaijan; persons studying via state programs and working on pedagogical activity; traveling for official defence purposes. Citizens of the following countries holding ordinary passports can obtain a visa without paying a state fee: In accordance with the agreement between the Republic of Azerbaijan and the Republic of Turkey, citizens of Turkey holding an ordinary passport can obtain a visa: in the diplomatic representatives and consulates of the Republic of Azerbaijan-without paying a state fee; in the visa divisions of the Ministry of Fore gn Affairs of the Republic of Azerbaijan operated in international airports - at a cost of 10 USD; Residents of Turkey can get a visa at the airport without an invitation. Citizens of Japan can obtain a visa without peiying state fees; Citizens of the Pakistan Islamic Republic holding ordinary passports can obtain a 15 days visa without paying state fees; Residents of Israel can get visa at the airport without an invitation by paying a state fee. Visa Fee According to the Law \"On State fees\" fore igners and stateless persons coming to the Republic of Azerbaijan should pay visa fees for obtaining a visa. Please check the Visa Fees file for more details. Visa fees indicated on the electronic display boards can be easily acauainted by visitors at the International Airports of the Republic of Azerbaijan. Note: Visa fees mentioned on the Visa Fens file are subject to immediate change according to the bilateral relations between countries. Responsibilities and Restrictions According to the Law of the Republic of Azerbaijan \"On exiting country, entrance to country and passports\" (article No: 12) foreigners\' and stateless persons\' entrance to the Republic of Azerbaijan can be restricted in the cases set out below: If it is vital for the protection of national security or public order; If it is significant for the protection of right and legal interests of citizens of Azerbaijan Republic and other persons; If the person violated the laws of the Repub\'ic of Azerbaijan in his/her previous visit to the Republic of Azerbaijan; If the person gave false information about himself/herself when applying for entry to the Republic of Azerbaijan; If the visitor suffers from mental illness or has an infectious disease which constitutes a threat to public health (excepting persons who do not constitute such threat and arrive at his/her or their legal trustee\'s expense for medical treatment); If the person has been deported from the Republic of Azerbaijan before; If a person\'s entrance to the Republic of Azerbaijan was considered undesirable. In these cases, the grant of a visa to the person will be denied. Warning for foreign nationals wishing to travel to the occupied territories of the Republic of Azerbaijan The Ministry of Foreign Affairs of the Republic of Azerbaijan would like to remind all nationals of foreign countries wishing to travel to Nagorno-Karabakh and other occupied regions of Azerbaijan that due to continuing occupation by the Armed Forces of the Republic of Armenia, these areas are temporarily out of control of the Republic of Azerbaijan. Any visit without the consent of the Repub ;c of Azerbaijan to the above-mentioned territories, which are internationally recognized as an integral part of Azerbaijan is considered as a violation of sovereignty and territorial integrity of the Republic of Azerbaijan and as a breach of national legislation, as well as relevant norms and principles of international law Accordingly, the Ministry calls all foreign nationals to refrain themselves from travelling to the occupied territories in and around the Nagorno-Kara bakh region of the Republic of Azerbaijan. The Ministry would like to remind that those who travelled to the occupied territories without prior permission of the Republic of Azerbaijan will be denied the entry to the Republic of Azerbaijan. Registration for the more than 10 days stay NOTE: Foreigners arriving in the Republic of Azerbaijan for a period of more than 10 days are required to be registered within the first 10 days of arrival (the day of arrival is counted as the first day). For this purpose, upon arrival at a hotel, boarding house, camp site, apartment or other living space, the administrator of that place or the owner (\"tbe receiving party\") should submit an application form including a copy of the relevant passport personally or via email (qeydiyyat@migration.gov.az) to the State Migration Service of the Republic of Azerbaijan. At the same time, registration can be done online through the website of the State Migration Services of the Republic of Azerbaijan.
